A proposed change to allow the office of secretary to be held by either a resident or non-resident was discussed by the Board of Directors and it was decided not to make a change. Factors entering into the decision included distance from VAST office for meeting availability and mileage reimbursement cost. There is the possibility of a petitioned amendment change to reconsider officer residency with-in the By-Laws. The proposal would be presented to the membership at Annual Meeting by the petitioner(s) for consideration, discussion and vote by the attending delegates following the guidelines of By-Law Article X - Section 1: Amendments (see page 15). The following is a brief summary of the changes approved by BOD for presentation to the membership: Page 3: Added state statute section to the snowmobile definition paragraph. Moved club definition from section 2 to start of section 4. Added wording about VAST employees not being club officers or directors. Reformatted part of section 4 to clarify the start of County Articles of Association. Page 5: Changed contingency fund name (dropped the word grooming) and changed the amount ($500,000). Added online TMA section. Cleaned up section about special TMAs only being available through the VAST office (this would include the new vintage option). Page 6: Added section about Three Day TMA membership. Added a section to cover vintage option under the TMA section. Page 7: Section 2 changed to In-State Regular Season. Section 3 changed to accounts are reconciled. Page 8: Section 1, changed corresponding secretary to VAST. Also changed recording secretary to secre- tary throughout the document in reference to the office of secretary. Page 12: Made addition to section 5 - employees may not be officers or directors of the Association, a local club or a county club.
