The full body of the Trails Committee broke off into a Trails Policy Subcommittee for a number of these meetings in order to focus on an overhaul of the VAST Trails Policy Manual. The lackluster winter in terms of snow, membership and income justified the importance of reviewing and altering the current set of policies. The Trails Policy Subcommittee, in conjunction with the Trails Committee, analyzed numerous sets of data from prior years and dug deeply into the existing policy language in an effort to see where improvements could be made. Significant efforts were made to maintain the fragile balance that exists between saving VAST money and ensuring that clubs have what they need to successfully maintain the Statewide Snowmobile Trail System (SSTS) to the expectations of the membership. The results of the Trails Committee’s efforts can be seen in the new Trails Policy Manual, which was approved by the VAST Board of Directors in May. The revised manual includes policy changes for the VAST Equipment Grant in Aid Program, Tailored Grooming Contracts and Grooming Subsidy Payments among many other items. Overthecourseofthenextyear,theTrailsCommittee will monitor the new trail policies to ensure that they remain in line with VAST’s objectives. Additional modifications will be made to the trail policies as necessary.
